Zhanaozen Recognizes the Halyk Charitable Fund’s Contribution to Regional Development

The Halyk Charitable Fund, founded by Timur Kulibayev and Dinara Kulibayeva, was honored with the Patron of the Year award in Zhanaozen. The award, presented by the city’s akimat and maslikhat, recognized the Fund’s significant and sustained contribution to the development of Zhanaozen and the broader Mangystau region.
Key Projects in Mangistau Region
In 2023, a memorandum worth 4.4 billion tenge was signed between the Akimat of the Mangystau Region and the Halyk Charitable Fund. These funds are being used to implement socially impactful projects that are improving the lives of thousands of local residents.
Major initiatives include:
- Revival of the Beineu Grain Terminal – strengthening food security for the region and the country
- Desalination plant for Akshukur and S. Shapagatov – providing clean drinking water to over 25,000 people
- Modern playgrounds and football fields in Zhanaozen – creating safe, active spaces for children and youth
- Modernization of three schools in Beineu – part of the Fund’s contribution to the Otpan education project
- Construction of a sports and fitness complex in Zhanaozen – planned for 2025

“Each of these projects is a step toward improving the well-being of the region and the quality of life for its residents,” said Nariman Abilshaikov, Managing Director of the Halyk Charitable Fund. “Mangystau—and especially Zhanaozen—is a region with great potential and unique needs. We’re honored by this recognition, and it motivates us to continue our work.”
A Legacy of Impact
Since its founding in 2016, the Halyk Charitable Fund has implemented more than 120 projects totaling over 85 billion tenge. The Mangystau region holds a special place in the Fund’s mission due to its strategic importance and development needs.
National Recognition
In June 2024, during a national ceremony recognizing efforts to support flood-affected communities, President Kassym-Jomart Tokayev acknowledged the contributions of philanthropists, including Timur Kulibayev.
Additional awards received by the Halyk Charitable Fund in 2024 include:
- “Kayyrymdylyk Ushin” Medal from the Ministry of Culture and Information
- “Patron of the Year” for flood relief and housing construction
- “Patron of the Year” for regional development projects in Mangystau, based on an expert survey by the Eurasian Monitoring Center
