Timur Kulibayev’s Foundation Transfers 400 Apartments to the Akimat of Astana for Families in Need

The Halyk Charitable Fund has officially handed over 400 newly built apartments in the Compass North residential complex to the Akimat of Astana. These homes will be provided to families in need of social support, as part of the foundation’s broader mission to improve the quality of life for citizens across Kazakhstan.

The Compass North complex was constructed under an agreement with the Astana Akimat, specifically to address the housing needs of vulnerable populations. The initiative reflects the Halyk Foundation’s commitment to long-term social development and its role in supporting government efforts to create inclusive communities.

“Providing housing to those in need is not just assistance—it’s a contribution to building a more just society. We hope that the support of Timur Kulibayev’s Halyk Foundation will help these families gain confidence in the future. Our goal is to create conditions in which people will not only live, but also feel care and support,”
— Saginbek Shunkeev, Director of the Halyk Charitable Fund

Shunkeev also emphasized that residents of the complex will enjoy a safe and comfortable environment. The territory is closed to outsiders, equipped with a video surveillance system, and includes sports grounds, recreation areas, and walking paths for both children and adults.

The first keys to the new apartments were handed over to families last year, and the distribution of the remaining units will be managed by the Astana Akimat.

Among the recipients is Turashov Zhandos, a patrol police inspector:

“I’ve worked in the Ministry of Internal Affairs for 15 years and have been married for seven. We have two children and have always lived in rented apartments. Two months ago, my daughter was injured and hospitalized. While I was running between hospitals, I got a call from HR saying I’d been allocated housing. At first, I thought it was a joke. I only believed it when I found out my colleagues were also receiving apartments. I called my wife—she didn’t believe it either. But when she realized it was true, she burst into tears. Thank Allah! There’s nothing better than having a roof over your head. I’m grateful to the Halyk Foundation for helping ordinary families like ours.”

Since its founding in 2016, the Halyk Charitable Fund—led by Timur Kulibayev—has implemented more than 120 social projects totaling over 85 billion tenge. The foundation continues to play a leading role in supporting those in need and improving living conditions throughout Kazakhstan.
