Meanwhile, 47.8% of citizens rent housing, representing 8.1% of the total population. These figures underscore the urgent need for affordable housing solutions. While the government continues to address the issue through various programs—allocating 2,000 apartments in Almaty in 2024 alone—the scale of the problem demands additional support.

Responding to Disaster: Flood Relief Efforts
In spring 2024, Kazakhstan faced devastating floods that affected 10 of the country’s 17 regions. Over 119,000 people were displaced, and 60 settlements were damaged. The Atyrau Region, particularly the city of Kulsary, was among the hardest hit—half of its 60,000 residents were evacuated.
President Kassym-Jomart Tokayev called on the business community to support recovery efforts. Kulibayev responded immediately, allocating 1.445 billion tenge through the Halyk Fund and personally directing an additional 30 billion tenge toward restoring the Atyrau Region. In total, the Halyk Fund and Halyk Bank contributed over 31.4 billion tenge to flood relief.

The mobilization of society and the business sector raised 250.5 billion tenge in spring 2024 alone. These funds were used to rebuild homes, restore infrastructure, and support affected families. The Halyk Charitable Fund stood out for its systematic approach, commissioning 400 apartments in Astana for families in urgent need.
