The Halyk Charitable Fund Is Building New Sports Complex in Zhanaozen

Construction of a modern sports and recreation complex that meets international standards has begun in Zhanaozen, Mangistau Region. The project was initiated by one of the country’s largest charitable organizations, the Halyk Charitable Fund, founded by Timur Kulibayev, according to a Kazinform agency correspondent.

The complex is being built on a 3.87-hectare site and is scheduled for completion within nine months. The total cost of the project is 1.5 billion tenge. The facility will include multifunctional sports halls, changing rooms, showers, storage and technical areas, administrative offices, and a modern video surveillance and fire safety system. The project complies with all accessibility standards and is designed to promote widespread participation in sports.

The construction is being carried out in line with the instructions of President Kassym-Jomart Tokayev, as outlined in his Address to the People of Kazakhstan:

“Priority should be given to mass sports, physical education, and, most importantly, children. Sports programs should be launched in every region and major regional center.”

The initiator of this large-scale construction project is one of the country’s largest charitable organizations—the Halyk Charitable Fund, founded by Timur Kulibayev.

The project serves as a clear example of how private initiatives can effectively support state priorities in sports and social policy. In densely populated Zhanaozen, where a large portion of the population consists of children and young people, the development of such a center is especially timely and relevant.

The complex will offer free sports activities for people of all ages, including schoolchildren and teenagers. It plans to host training sections in various sports, provide conditions for professional development, and organize local and regional competitions. The project also includes the creation of new jobs and infrastructure to support active recreation.

According to Saginbek Shunkeev, director of the Halyk Charitable Fund, supporting the sustainable development of regions remains a top priority for the organization.

— We place special emphasis on projects aimed at young people, because the younger generation is the foundation of Kazakhstan’s future. The construction of this sports and recreation complex is a strategic initiative that supports public health and enhances social well-being,” he said.

Since 2023, the Halyk Charitable Fund has allocated approximately 5 billion tenge toward the development of the Mangystau Region. These funds have been invested in infrastructure and social projects aimed at improving the quality of life for local residents.

Among the fund’s most impactful initiatives are the revival of the grain terminal in Beyneu and the installation of desalination plants in the villages of Akshukur and S. Shapagatov, which have provided clean drinking water to more than 25,000 people. Additionally, the fund has launched the construction of modern children’s and football playgrounds in Zhanaozen, creating favorable conditions for the physical development of children and youth.

The fund emphasizes that the sports complex in Zhanaozen is more than just a building—it is a space where life skills, willpower, and discipline are cultivated. It represents a step toward building a healthy and active nation.
