The “Halyk” Fund tackles the issue of drinking water shortages in Mangistau Region.

The Halyk Charity Foundation pays special attention to the development of social projects in the Mangistau region.
One such initiative is the launch of a desalination system, as the issue of fresh water has always been acute in Mangistau Region. Thanks to the “Halyk” Fund, an experimental desalination unit was launched in Zhanaozen in 2023 to explore the possibilities of cultivating sugar sorghum. Following this, the regional akimat turned to the “Halyk” Fund for assistance in addressing fresh water supply issues. The fund allocated 300 million tenge to construct a modern desalination facility in the village named after Sayyn Shapagatov and has transferred it to the akimat’s management.

On June 19, with the participation of Mangystau Region’s akim, Nurdaulet Kilybay, a desalination facility was launched in the village named after Sayyn Shapagatov, near Aktau, which will provide fresh water to 25,000 residents. At the opening, the regional head, Nurdaulet Kilybay, thanked the “Halyk” charitable fund on behalf of the people of Mangystau, noting that the fund took the initiative and invested its own resources.
The desalination plant works on the principle of reverse osmosis, in which semi-permeable membranes block contaminants while allowing water molecules to pass through freely. This removes 98-99 percent of dissolved solids, microorganisms, and chemicals, leaving the water clean and safe to drink.

“In the village named after Sayyn Shapagatov, construction of a large facility costing 300 million tenge has been underway since 2023. This installation will provide fresh water to 25,000 people—not only in Sayyn Shapagatov village but also in the neighboring village of Akshukur. The facility produces a total of 6,500 cubic meters of fresh water per day, thanks to its continuously operating modern mechanisms,” said Nariman Abilshaikov, Managing Director of the Halyk Fund.

It should be noted that since 2023, the Halyk Fund has allocated 4.5 billion tenge for the development of the Mangystau region: 1.8 billion tenge for the restoration of the Beineu grain terminal, 580 million tenge for the installation of desalination systems, 530 million tenge for the construction of more than 60 sports and playground facilities for children, 1 billion tenge for the creation of a four-hectare physical culture and wellness complex in Zhanaozen, and 500 million tenge for equipping three schools in the village of Beineu with material and technical resources.
In total, since 2016, the Halyk Charitable Foundation, created by Timur and Dinara Kulibayev, has provided charitable assistance in the amount of more than 85 billion tenge throughout Kazakhstan.
