Residents of Kulsary Move into New Homes Built by the Halyk Charitable Fund and Halyk Bank

The Halyk Charitable Fund and Halyk Bank, led by Timur Kulibayev, have allocated more than 31.4 billion tenge to eliminate the consequences of the floods.
With the active support of the Halyk Charitable Fund and Halyk Bank, restoration work on residential buildings damaged by the devastating floods in April 2024 is nearing completion in the city of Kulsary, Atyrau Region.
Philanthropist Timur Kulibayev was one of the first to respond to President Kassym-Jomart Tokayev’s call for domestic businesses to assist in rebuilding and constructing housing for citizens affected by natural disasters.
“I deeply sympathize with the people affected by the flood. From the first days, we have been providing assistance to the regions affected by the floods. I am convinced that under the leadership of our President Kassym-Jomart Kemelevich Tokayev, we will overcome all difficulties together,” said Timur Kulibayev.
The Halyk Charitable Fund and Halyk Bank allocated 31.4 billion tenge for these efforts. Thanks to the efficient organization by the local akimat and the dedicated work of the bank’s staff, the allocated funds were promptly disbursed to those affected. By June 10, all families listed by the local executive authorities had received targeted financial support, enabling them to repair their homes or purchase new housing. Currently, the Halyk Charitable Fund and the regional branch of Halyk Bank continue to provide necessary assistance in restoring Kulsary’s housing stock. Residents have expressed gratitude to the fund and bank representatives for their timely help, which allowed them to begin rebuilding their lives after the disaster.

“When we returned home to collect our belongings a week after the flooding, the water was already up to our shoulders. This was a house we built with our whole family, pouring the foundation with our own hands. For our family, it was a huge tragedy. I was in shock when the akimat informed us that our home was uninhabitable and would have to be demolished. But what could we do? We had to agree. When it was demolished, we cried in each other’s arms with our grandson. That feeling of pain still lingers. But life goes on, and we are building a new home. We are grateful to the Halyk Charitable Fund for extending a helping hand. The financial compensation arrived on time, the account was set up at Halyk Bank, and the funds were transferred within a week. When the money arrived, we felt relief. Before that, it felt like we were left out on the street. We thank Timur Askarovich Kulibayev for the allocated funds,” shared Kulsary resident Gulzhan Omarova.

Kadyrbek Kosmakov, who has moved into his new home, shared his joy and thanked the Halyk Charitable Fund:
“We, the residents of the Zhylyoi district, were born and raised here. Our district was flooded on April 5. Our home was underwater for about twenty days. We were completely overwhelmed and felt incredible sorrow for our family home. But now we have a new house. The old house was smaller than this one. Thanks to the funds provided by the fund, we are growing. My spouse and I are retirees, and we have many grandchildren. I always dreamed of a big house, and now my dream has come true! We are grateful to the Halyk Charitable Fund and Halyk Bank for helping us get a new home. I wasn’t entirely sure that we would receive funds to purchase a new home, but then a notification came that the money had been deposited into my Halyk Bank account. I will never forget that moment! You brought happiness to the residents of Kulsary who had lost hope, and we are very grateful to you for that!”
