Halyk Foundation: People’s Favorite Award and Key Initiatives for 2025

On January 16, 2025, the national Khalyktyn Suyiktisi (People’s Favorite) award ceremony took place in Astana—one of Kazakhstan’s most prestigious forms of public recognition. The Halyk Charitable Fund, founded by Timur Kulibayev and Dinara Kulibayeva, was honored with the Patron of the Year award for its outstanding contributions to regional development and social initiatives.

Why a Systems Approach Matters
The Halyk Charitable Fund places special emphasis on supporting regions in need. In 2024, targeted assistance was delivered to the Atyrau, Kostanay, and Mangystau regions, where the Fund focused on long-term development rather than one-time aid.
Key Initiatives in 2024
In response to devastating floods, the Fund allocated a record 31 billion tenge in 2024—most of which supported residents of Kulsary. In recognition of this effort, Timur Kulibayev was awarded by the President of Kazakhstan in June 2024.
Other major infrastructure projects included:
- Restoration of the Beineu grain terminal
- Installation of a desalination system for the villages of Akshukur and Saina Shapagatov
- Modernization of schools in the Mangystau region
- Construction of a kindergarten for 280 children in Auliekol

Plans For 2025
In 2025, the Halyk Charitable Fund will continue to focus on regional development through:
- Expansion of the Auyl Sport program to promote youth sports in rural areas
- Construction of new sports facilities
- Projects aimed at improving quality of life in underserved communities
