A Meeting Symbolizing the Unity of the State with Those Driving the Economy

On February 7, Timur Kulibayev, founder of the Halyk Charitable Fund, participated in a high-level meeting between the President of Kazakhstan and representatives of the country’s business community.

According to the Akorda press service, the meeting underscored the unity between the state and the business sector—those who are actively shaping Kazakhstan’s economic future.
Without large businesses, it is impossible to fully unlock the potential of Kazakhstan’s economy. We need breakthrough, large-scale projects—whether in infrastructure, industry, or digitalization—to take our development to the next level. Major entrepreneurs have the resources, talent, and most importantly, the experience to make this happen,” said President Kassym-Jomart Tokayev in his address.
The Role of Private Foundations in Overcoming Crises
President Tokayev also expressed his gratitude to entrepreneurs who provided financial assistance in response to last year’s devastating floods.
Since its founding in 2016, the Halyk Charitable Fund—established by Timur Kulibayev and Dinara Kulibayeva—has allocated 85 billion tenge to more than 120 charitable projects. In 2024 alone, the Fund committed a record 35.5 billion tenge, including 31 billion tenge in direct support for flood-affected regions such as Kulsary, Atyrau, Aktobe, West Kazakhstan, and Kostanay.

I deeply sympathize with the people affected by the flood. From the very first days, we have been providing assistance to the affected regions. I am confident that under the leadership of our President, Kassym-Jomart Kemelevich Tokayev, we will overcome all difficulties together,” said Timur Kulibayev in the spring of 2024.
This aid was more than financial—it became a symbol of recovery. The Fund’s support helped rebuild homes, restore infrastructure, and bring hope to thousands of families. Notable examples include the construction of 400 apartments in Astana for families in critical situations and the opening of a kindergarten for 280 children in the village of Auliekol following the devastating fires of 2022.
