Timur Kulibayev is a Kazakhstani entrepreneur, investor, and philanthropist.
Since the beginning of his business career, Timur Kulibayev has been deeply involved in charitable work, with a strong focus on social, cultural, and educational initiatives.
During the challenging period of the COVID-19 pandemic in 2020–2021, under Kulibayev’s leadership, the Halyk Charitable Fund launched programs totaling over 18 billion tenge. These funds were used to provide food supplies for low-income and large families, purchase, deliver, and maintain medical equipment and personal protective gear, and offer financial support to healthcare workers.
Since its inception, the Halyk Charitable Fund has financed the construction of a full-scale residential complex, Bereke City, in Almaty for low-income and large families. The development includes educational centers and children’s clubs, designed to support community growth and well-being.
Following the tragic events in Arys in 2019, Timur Kulibayev allocated funds to help restore a kindergarten and a school in the city.
In 2020, when flooding affected residential homes in the Maktaaral district of the Turkestan region, the Foundation provided over 50 tons of food packages to support those impacted.
In 2022, Timur Kulibayev contributed five billion tenge to the public fund 'Қазақстан халқына' (To the People of Kazakhstan), followed by an additional ten billion tenge to support the resolution of social issues. That same year, funds were allocated for the construction of a 280-seat kindergarten in the Auekol district of Kostanay Region, which had been affected by a forest fire.
In 2024, Timur Kulibayev allocated 30 billion tenge through the Halyk Charitable Fund and over 1.5 billion tenge through a group of companies to support those affected by floods and help mitigate their consequences. The funds were used for housing reconstruction and new construction, infrastructure restoration, and direct support for citizens impacted by the natural disaster. This became the largest charitable donation in the country.
In June 2024, Timur Kulibayev received a letter of appreciation from the President of the Republic of Kazakhstan in recognition of his active role in flood prevention and disaster relief efforts.
“Businesses should not only focus on making a profit, but also take an active role in addressing social issues — such as improving infrastructure and supporting sports and culture,” emphasized Timur Kulibayev.
In 2016, he founded the Halyk Charitable Fund to provide structured and systematic support for these efforts. Since then, the Foundation has delivered charitable assistance totaling more than 85 billion tenge, making a significant impact across Kazakhstan.
